12-Year-Old Raped At Gunpoint By Repeat Offender On GPS-Monitoring

Milwaukee, WI – A registered sex offender on GPS monitoring has been accused of raping a 12-year-old girl at gunpoint.

Collins Jacobs, 38, of Milwaukee is facing charges of one count of first degree sexual assault of a child, one count of kidnapping, and one count of child enticement, according to WITI.

Police said that the victim’s mother told them that her daughter had ran away from home sometime on Nov. 30, or early on Dec. 1. The mother’s sister later told her that the victim had been found outside outside the home of an unknown man.

The victim’s aunt was interviewed by police, who told them she was taking her children to school on the morning of Dec. 1 when she saw her niece, who she knew had ran away, in front of the home of an unknown man, later identified as Jacobs.

The aunt said she parked her car, approached her niece, and saw Jacobs “dragging her by the hood of her jacket toward a gas station near 27th and Burleigh.” She said she yelled at her niece, who ran up to her and told her she had been raped. She said she tried to catch up to Jacobs but was unable to.

Police interviewed the victim, who confirmed she had run away, and was near 26th and Burleigh between 2 a.m. and 8 a.m. when she was approached by a man she didn’t know. She said the man [Jacobs] asked her how old she was, and she told him 12.

The victim said that the man walked away but came back an hour later and offered her $100 if she would go somewhere with him. She said she told him no, that he got mad, and “dragged her by her hoodie to a house” at 27th and Burleigh.

She said she tried to get away but Jacobs pulled out a gun and told her he wasn’t going to hurt her “just yet.” She said he took her inside the house, held a gun to her head while he sexually assaulted her, and told her if she “did this” she could go home.

The victim positively identified Jacobs from a photo array.

Prosecutors said that Jacobs is a registered sex offender, with GPS monitoring, and that GPS data showed he was in the area near 27th and Burleigh at the time of the alleged sexual assault.

Jacobs is registered with the Wisconsin Department of Corrections Sex Offender Registry, and his status is listed as noncompliant, according to the web site. He was first registered on January 6, 1999, and is on lifetime registration status.

According to the Wisconsin registry, Jacobs pleaded guilty to Third-Degree Sexual Assault on February 18, 2008. He had also been charged with Kidnapping and three counts of First-Degree Sexual Assault-Use/Dangerous Weapon, but those charges were dismissed by prosecutors.

On January 6, 1999, he pleaded to and was convicted of one count of Second-Degree Sexual Assault on a Child.
